General Membership Meeting, Public Invited: Student Debt: Strategy and Survival. American student loan debt has increased significantly in the past decade, to over $1.3 trillion in 2016. According to the Institute for College Access & Success (TICAS), 60% of Tennessee graduating seniors in 2015 had an average of over $26,000 in debt. 

While the reasons for and impact of that debt are complex, how can individuals and their families best navigate their particular circumstances? What student debt issues should be of interest to all of us as voters and citizens interested in improving local, state or national policies?

We'll learn more in this panel discussion, which we're co-hosting with the MTSU Economics Club, on the MTSU campus in the State Farm Room of BAS (Business and Aerospace Building).The public is invited. 

Panelists will include Chance Cansler, MTSU economics student; Jennifer Conover, MTSU Enrollment Coordinator; and Dr. David Penn, professor in the MTSU department of economics and finance.

General Membership Meeting, Public Invited: Tennessee Children at Risk. Tennessee's ranking on overall child well-being slipped from 36 to 38 in 2016, according to the Annie E. Casey Foundation's 2016 KIDS COUNT® Data Book released this past June. The change was largely driven by worsening economic indicators, in which the state ranked 42, but also reflects assessments in education (36), health (28), and family and community (39).

Join us to learn how the Tennessee Commission on Children and Youth (TCCY) is working to overcome the various challenges that put Tennessee children at risk, and consider how TCCY policy making and initiatives align with national League positions relating to early intervention for children at risk and juvenile justice.

Our speaker will be Christy Sigler, one of the TCCY commissioners and a resident of Rutherford County. An attorney in Murfreesboro, Sigler is a native of East Tennessee. After serving 5 years in the US Army as a miltary intelligence analyst, she graduated from the University of Mississippi with a Bachelor of Accountancy. She then attended the University of Memphis Cecil C. Humphreys School of Law, where she received the Dean's Distinguished Service Award.

Sigler was appointed to the Tennessee Commission on Children and Youth (TCCY) in 2011 and has served as Vice Chair of that organization. She is also a member of the National Association of Counsel for Children (NACC),which certified her in 2013 as a Child Welfare Law Specialist, based on her knowledge, experience, and training in child abuse and neglect.

Think Before You Vote: Mock Presidential Debate. Pi Kappa Delta (Debate Honor Society) is hosting their traditional Think Before You Vote mock presidential debate on October 20th from 6 - 7:30 in the BAS State Farm Room.

Three MTSU debaters will represent the Democrat, Libertarian, and Republican candidates. What makes this debate unique is that it will NOT focus on the ad-hominem attacks and the carnival nature of the campaigns but rather the policies presented by each candidate on key issues.

The mock debate will be followed by a brief expert panel composed of Dr. Kaylene Gebert, an LWV member with the Department of Communication Studies & Organizational Communication and Dr. Robb McDaniel from the Department of Political Science.

This event is open to the public and admission is free. Co-sponsored by the Rutherford County League of Women Voters & Graduate Student Association.

Fact Checking at Election Time: A Panel Discussion - General Membership Meeting, Public Invited. In the new media world that increasingly blurs fact and opinion, how are voters to check politicians' claims? How does a person decide what media outlets to trust? And how are partisan news outlets affecting voters' perceptions of the facts?

Three panelists will discuss these issues and related questions in a program hosted by the League of Women Voters on Tuesday evening, October 11, at the Heritage Center, 225 W. College Street. Social time and refreshments begin at 6:00 PM and the program begins at 6:30. The public is invited.

Panelists will include:

Dr. Ken Blake, co-founder and director of the MTSU Poll, a nonpartisan telephone survey conducted twice yearly across Tennessee;

Dr. Larry Burriss, professor in the MTSU School of Journalism and retired lieutenant colonel in the U.S. Air Force; and

Meribah Knight, a freelance journalist whose work has appeared in The New York Times; O, The Oprah Magazine; The PBS News Hour; and other print, radio and multimedia outlets.

Audience question and answer time will be offered after short presentations by each speaker.

Global Warming and Climate Disruption - General Membership Meeting, Public Invited. What is the basic science behind extreme weather events and sea level rise? How are human activities such as agriculture, deforestation, and use of fossil fuels, impacting our climate? How urgent is our need to act to mitigate these effects? Attorney Brian Paddock, former teacher of Environmental Law and Climate Change at Tennessee Tech and past Legal Chair for the Tennessee Chapter of the Sierra Club, will review the alarming increase in the rate of global heating and the increasingly dire warnings that we must take faster more effective actions to reduce carbon emissions. Questions and discussion of how we might avoid the worst effects of climate disruption are invited.

Mr. Paddock comes highly recommended after presenting at the state League meeting this spring.

Murfreesboro City Hall Know Your Local Government: The Murfreesboro City Council. In lieu of an April program, League members will visit a Murfreesboro City Council meeting for the simple purpose of observing our government in action and reminding our elected officials that we are engaged in democracy.

We plan to convene in the Rotunda of City Hall at 6:45, then enter as a group. Hopefully we'll have a few minutes before the meeting starts to greet the council members and thank them for their service. If you can't make it as early as 6:45 and want to slip in later, that's fine.

Council meetings usually end by 9:00. We'll probably stay for an hour or so, depending on items of interest on the agenda. Individual members are welcome to leave earlier or remain longer.

"Prostitution is not a victimless crime," she says in her call for culture change to better aid the women involved. Welch is a former prosecutor and metro Nashville law enforcement officer.

The Hannah Project has been featured in four documentaries and one best selling book by Pulitzer Prize winner Nickolas Kristof about its work fighting sex trafficking in Middle Tennessee. Antoinette also did a TEDx talk on the Hannah Project in 2015. We're excited to hear her at our January meeting.

We'll also be screening the short documentary "No Girl's Dream" from You Have the Power. Featuring survivors of trafficking and experts from throughout Tennessee, No Girl's Dream educates audiences on the prevalence of sex trafficking in Tennessee and the United States, the risk factors and red flags of trafficking victims, and resources available for victims and suspected instances of trafficking.

We'll consider the film and Antoinette's insights and how they fit with the League position on human trafficking:

The League of Women Voters opposes all forms of domestic and international human trafficking of adults and children, including sex trafficking and labor trafficking. We consider human trafficking to be a form of modern day slavery and believe that every measure should be taken and every effort should be made through legislation and changes in public policy to prevent human trafficking. Prosecution and penalization of traffickers and abusers should be established, and existing laws should be strictly enforced.Extensive essential services for victims should be applied where needed.Education and awareness programs on human trafficking should be established in our communities and in our schools.

The Honorable Tennessee Supreme Court Chief Justice Sharon Lee will be speaking at an event co-hosted by the Murfreesboro Downtown Barristers Lions Club and the League of Women Voters of Murfreesboro/Rutherford County. The Constitutional Amendment Process: General Membership Meeting. Relating to our on-going study of money in politics, proposals to amend the Constitution arise out of fears that the First Amendment to the Constitution is being interpreted in such a way that our freedom, indeed our democracy, can be purchased. MTSU's Dr. John Vile is a scholar of the U.S. constitutional amending process who has written and edited numerous books, essays, chapters, and reviews on this and related topics. Through his presentation and a Q & A period, Dr. Vile will offer us both historical perspective and key issues to consider for a contemporary amendment process.

This meeting will help prepare members for our October consensus meeting on the national League's Constitutional Amendment Study.

Money in Politics: General Membership Meeting, Public Invited. To what extent are political campaigns protected speech under the First Amendment?

Join us for a League presentation followed by a panel discussion concerning how both history and recent Supreme Court rulings affect the intersection of campaign finance and the First Amendment.

Panelists will be Ken Paulson and Kent Syler. Paulson is dean of the College of Mass Communication at Middle Tennessee State University, and president of the Newseum Institute's First Amendment Center. He formerly edited USA Today and led the Freedom Forum and Newseum. Syler is Special Projects Coordinator of the Albert Gore Research Center at Middle Tennessee State University. A well-known political strategist and political science professor, he served as Chief of Staff to U. S. Rep. Bart Gordon for over 25 years.

Additional questions we will consider include:

What are the rights of individuals and organizations, under the First Amendment, to express their political views through independent expenditures and the finance of election campaign activities?

How should those rights be protected and reconciled with the interests set out in the current LWV position?

Recycle Rutherford is hosting Dr. Andrew Brower, Biology professor at MTSU, on Monday, April 28, 2014 at 7 P.M. in the Rutherford County courthouse. He will discuss the endangered Monarch butterfly migration at the Recycle Rutherford annual meeting to be held in the main courtroom on the second floor.

Brower is an internationally recognized expert on butterfly evolution and received MTSU's Distinguished Research Award in 2012.

Recycle Rutherford will hold elections of officers at this meeting as well.

Agriculture Update Study. LWVUS has implemented a new study on Agriculture. We will focus narrowly on: 1) current technology issues in agriculture including genetically modified organisms (GMOs), herbicides, pesticides, agriculture water pollution, aquifer depletion, antibiotics in livestock, and accurate food labeling; and 2) current agriculture finance issues including consolidation in agriculture industries, crop subsidies and the federal agricultural regulatory process. MTSU 2013 Constitution Education. MTSU is privileged to host the Tennessee Supreme Court, which will hold court and hear three court cases on campus on Tuesday, October 1, in its Supreme Court Advancing Legal Education for Students (SCALES) program, offered for the first time to our university students.

Attorneys will present their arguments and the Court will hear three separate cases in three separate courtroom hearings. Each hearing will be followed by a debriefing session with the case's presenting attorneys. The debriefing will be a classroom-like setting in which students and faculty will have a forum to pose questions to the presenting attorneys and grapple with the issues and ideas related to the case.
